CDM & BDA PRINCIPAL DESIGNER

- understanding specific site constraints and challenges, particularly in relation to practical delivery and operational activities.
As the Principal Designer, our role, and delivery under the Construction (Design and Management) Regulations 2015 (CDM) and Building Safety Act 2022 (BSA) is as follows:

Demonstrate confirmation of competence
CDM / BSA
Written confirmation on appointment and correspondence with the Client representative to discuss duties.
Apply for building control approval from the Building Safety Regulator to construct, or carry out building work on, a higher-risk building (HRB) and/or ensuring that building regulations approval is in place.
BSA
For HRB, provide written confirmation that a building control approval application has been submitted to the building safety regulator before construction work starts. For non HRB projects we will ensure that a building control authority has been chosen.
Identify pre-construction information (PCI), in conjunction with including a review of compliance arrangements in place.
CDM / BSA
Establish and appraise all existing PCI, and identification of what additional information is required. This will likely involve a site visit and meeting with the Client representative. The PCI document will be developed and communicated to all other designers & contractors, seeking verification of understanding.
Ensure the project has been notified to the HSE, where required, and manage any notification changes.
CDM
Online notification via the HSE website and confirmation to CDM duty holders. The F10 will be updated following any significant changes such as appointments, timescale or scope.
Plan, Manage and monitor Health and Safety during the design phase
Collaborate with other designers to eliminate or control foreseeable risks
CDM / BSA
Carry out an initial Design Risk Management review with the design team and agree a project wide process for tracking Health, Safety and Fire hazards and risks during construction, operation, maintenance & demolition. This will be updated throughout the design phase and will provide an audit trail of the design decision making process, including application of the design hierarchy of control. Any significant residual risks associated with post construction will be highlighted to the client.
A review of the initial Construction Phase plan from the Principal Contractor will be undertaken and confirmation will be made to the client. This will be periodically monitored to ensure it is being updated during the construction phase.
Design work is carried out so that the building work to which the design relates, if built, would follow all relevant requirements
Designers and contractors working on the Project cooperate with each other to ensure compliance with all relevant requirements
BSA
A relevant requirements tracker will be maintained with confirmation being sought, from the design team at design stages 2, 3 & 4, that the building is complying.
Design and building work are periodically reviewed to identify whether it is higher-risk building work
BSA
Confirmation from the design team at key design stages to determine any change to the status of the building.
Building work can be carried out, so far as reasonably practicable, without risks to the health and safety of any person affected by the Project
BSA
Cooperation & Coordination with the design team and principal contractor, using the agreed project design risk register, to identify and apply risk mitigation.
Provide any relevant key structural and safety information for inclusion in the health and safety file and ensure client handover, in conjunction with CDM PD.
CDM / BSA
Agree and develop content & format of the H&S file with the Client & Principal Contractor, seeking assurance throughout the project to ensure information’ is maintained.
